In 2025, the state government of Himachal Pradesh has planned to implement digital driving licence issuance as strategised by the Ministry of Road Transport and Highways (MoRTH). The main idea is to make the issuance of driving licences faster and easier. Instead of visiting government RTOs, the Directorate of Transport conducts driving licence tests at private driving schools.
Furthermore, the application process is also conducted online. Here is a breakdown of how you get a learning licence in Himachal Pradesh.
The official website of the National Government Services Portal of Himachal Pradesh is linked to the Parivahan website. You can either apply for your learning licence HP from there or directly go to the Parivahan portal for the application.
Here are the details on learning licence online apply Himachal Pradesh:
Step 1: Go to the Sarathi Parivahan Portal and select your state (Himachal Pradesh).
Step 2: Click on “Apply For Learner Licence”.
Step 3: Review the instructions carefully and ensure you have all the necessary documents.
Step 4: Click on “Continue”.
Step 5: Select the Category “Applicant does not hold any Driving/Learning Licence issued in India” and Submit.
Step 6: You can choose to do an Aadhar Authentication or move on without it.
Step 7: If you choose not to, you will be asked to fill in your mobile number, accompanied by a Captcha code.
Step 8: Generate OTP to move forward.
Step 9: You need to choose the vehicle class, fill out the form, upload scanned documents, photos and submit.
Step 10: Use UPI, card or netbanking to pay.
Step 11: Once the payment is complete, you will get the option to “Book a Slot” for the preliminary test.
Step 12: Go to the RTO for the scheduled test, and after passing, your learning licence HP will be issued. To download the learning licence HP, click on “Print Learner’s Licence”, enter the application number and date of birth.
Step 1: Go to the Parivahan portal and download Form 2, the form for learning licence issuance.
Step 2: Fill out the form and attach necessary documents such as identity proof, photos, and fees.
Step 3: After reviewing your form and submitted documents, a designated officer will provide a date for the preliminary test.
Step 4: Once you pass, you will receive the learning licence HP at the registered address.

According to the Motor Vehicle Act 1988 and the Himachal Pradesh Regional Transport Office, the following are the appropriate age and health conditions to be eligible for a learner's licence in Himachal Pradesh:
