Step 1: Visit the Parivahan Sewa website. It is also known as the Ministry of Road and Transport and Highways (MoRTH).

Step 2: From the white Dashboard, select the 3rd option on your left, ‘Online Services’. Then click on ‘Driving License Related Services’.

Step 3: You will see a drop-down box. Select ‘Telangana’ from the list of states.

Step 4: The website will redirect you to the Transport Department, Government of Telangana. Click on ‘Apply for Learner License’.

Step 5: Read the application and click on ‘Continue’. The government urges you to go through the road safety tutorial before the online LL test.

Step 6: You need to choose between the 3 options presented on the website. If applicable, select the category most suitable to you and ‘Submit’.

Step 7: Now you need to provide your mobile number and complete the Captcha. Then click on ‘Generate OTP’.

Step 8: After that, select your RTO and category and submit the form.

Step 9: Then, you need to provide your Aadhaar card number and provide the OTP.

Step 10: Fill out all the necessary details and choose the date and time for the test.

Step 11: Pay the fees and visit the RTO for the test.

Offline Process

If you are unable to navigate through the online process, you can easily obtain a learner’s license in Telangana offline. Follow these steps:

Step 1: Visit the Regional Transport Office in Telangana that is the closest to you.

Step 2: Fill out Form 2 accurately. If you want an LL for a non-transport vehicle, then you also have to fill out Form 1 declaring physical fitness. Moreover, if you are over 40 years of age, then fill out Form 1A.
