When relocating a vehicle to another state, RTO Form 28 becomes a mandatory requirement. This form authorises the transfer by confirming clearance from the original RTO. Follow the step-by-step procedure below to download Form 28 from the official Parivahan Sewa portal:
Step 1: Click on the ‘Informational Services’ option from the main menu.
Step 2: Navigate to the ‘Downloadable Forms’ section in the dropdown menu.
Step 3: Select ‘All Forms’ to view the complete list of RTO forms.
Step 4: Locate and click on ‘Form 28’ under the ‘Vehicles Related’ section.
Step 5: The form will be automatically downloaded as a PDF file.
RTO Form 28 must be filled out carefully to ensure a smooth vehicle transfer or clearance process. Below is a step-by-step guide to help you fill out the form correctly:
1. First, enter the address of the RTO from which you want to get the NOC in the top left corner of the 28 no form RTO.
2. Then mention the name of the Registering Authority where you plan to transfer the vehicle in the next blank space.
1. Fill out the names, addresses and states of the prospective buyers in the appropriate sections.
1. Under Points 1 and 2, provide your name, address and father's name. Married women can also include their husband's name.
2. In Points 3 and 4, enter your vehicle registration number and vehicle class.
3. Mention the original Registering Authority if you are not the first owner of the vehicle.
1. Enter the motor or engine number in Point 6 for battery-operated vehicles.
2. Write the chassis number and affix it (according to the instructions of the form).
1. Enter the duration of stay in your state for which you are requesting the NOC in Point 8.
2. Declare the period for which you have paid the motor vehicle tax in Point 9 (including any pending dues).
1. Declare any theft-related incidents involving vehicles in Point 11 and provide complete details.
2. Mention any pending actions under Sections 53, 54 or 55 under the Motor Vehicles Act, 1988 (in Point 12) if applicable.
3. Mention in Point 13 whether a commercial vehicle carries any prohibited goods.
1. Provide complete details of the Financier in Point 14 if the vehicle falls under a Lease, Hire-Purchase or Hypothecation agreement.
2. Financiers have to clearly approve or refuse issuance of NOC under section 48(3) of the Motor Vehicles Act, 1988.
3. Financiers also have to state clear reasons if they refuse consent.

Enter the correct address of the issuing RTO and clearly mention the Registering Authority where you intend to transfer the vehicle. Incorrect RTO details can lead to rejection.
Provide your name, address, and parent’s or spouse’s name exactly as recorded in the Registration Certificate (RC). Any mismatch may require resubmission.
Double-check the vehicle registration number, class, engine or motor number (for electric vehicles), and chassis number. These details must match the RC without errors.
