The Parivahan Sewa Portal is a centralised web-based system designed to automate vehicle and license-related activities in India. Before this, every state operated in silos. The National Informatics Centre (NIC) developed this unified platform to create a National Register. It ensures transparency and efficiency. Today, the portal holds data for crores of registered vehicles and driving licenses. It serves 2 main masters: the government for tracking and enforcement, and you, the citizen, for ease of service.
Whether you need to pay a fine or apply for a permit, this portal is your one-stop destination. It eliminates the middleman culture that plagued RTOs for decades.
When discussing the digital feasibility of MoRTH, these three names always come to mind. But why are there 3 websites? Let’s understand their purposes below:

Before you attempt a Parivahan Portal login, gather your paperwork. The system relies on accurate data entry on your part. If your input doesn't match the database, the system will reject your request. Here are the essential documents you need for most services:
Although you can access these services without logging in, it will help you track your application and save your history. Here’s a step-by-step guide:
Step 1: Open the Parivhaan Sewa portal.
Step 2: On the top white menu, find the ‘Online Services’ button.
Step 3: Click on ‘User Registration’ and enter your mobile number and email ID.
Step 4: You will receive an OTP on your phone number. Enter it in the slot.
Step 5: Create a strong password and click on register.
Step 6: Now, return to the home page and click on ‘Login’.
Step 7: Select ‘Vahan Login’ from the options.
Step 8: Enter your User ID (phone number) and password that you just set. Complete the Captcha and click on ‘Submit’.
You have now completed the Parivahan portal login. Explore the services and click on any that you wish to avail.
Checking your e-challan is one of the most common and convenient services offered by the Parivahan portal. We believe that ignorance is not bliss when it comes to traffic fines. Unpaid challans can lead to court summons or blacklisting of your vehicle.
Here are the steps for the same:
Step 1: On the home page, click on ‘Online Services’ and select the last option ‘E-Challan’
Step 2: You will have to enter your username and password to log in. Complete the Captcha and click on ‘Submit’.
Step 3: Now, click on ‘Get Challan Details’. You will get 3 options (Challan number, Vehicle number and DL number). Choose the most convenient.
Step 4: Now, enter the figure you have chosen and complete the Captcha. Then, click on ‘Get Detail’.
Step 5: Now, you can see the pending challans you have in your name. You will get information about the time, date and place of your challan.
Before we get into the payment, you should know that the government increased traffic fines in March 2025. The new fines and rules have been made stricter to discourage violations.
Did you know that in 2025, India’s traffic violations hit the roof as drunk driving rose by 9% and dangerous driving rose by 17%?
To curb the growing numbers, the new fines are as follows:

Note: These are basic fines. State governments can impose even more fines based on their regulations.
As you can see, a simple mishap such as not having valid insurance papers can attract a hefty fine of ₹2,000. Therefore, to avoid it, you must carry all documents and follow the rules.
However, if you find a pending challan, you must pay it immediately. Otherwise, your case may be moved to a Virtual Court, where you will face legal troubles.
Step 1: If you find a challan on your vehicle, you need to pay. Navigate to the ‘Pay Now’ button.
Step 2: You need to verify your identity again in this case. Enter the OTp sent to your mobile number.
Step 3: Once verified, you need to select your payment mode. You can choose from net banking, debit card, credit card and UPI.
Step 4: Once your payment is completed, don’t close the window yet. Wait for the system to generate a challan receipt.
Step 5: Next, print or download the receipt for future reference.
Note: Sometimes, the system will deduct the money, but the status will still show ‘Pending’. Do not pay again. Wait 2 hours and check the ‘Verify Payment Status’ tab on the same page.
To apply for a driving license, you must first have a learner’s license. After 30 days of getting your LL, you can apply for a DL through the Parivahan portal.
Step 1: Click on ‘Driving License Related Services' from the ‘Online Services’ tab.
Step 2: Choose your state in the next step to proceed. For example, you can choose West Bengal.
Step 3: You will be redirected to the state’s page. Select the ‘Apply for Driving License’ option.
Step 4: You need to input your LL number and date of birth in the given slot. Then enter the Captcha and click on ‘Ok’.
Step 5: Upload the required documents and your photo. In some states, you also have to upload your signature.
Step 6: Once done, you can book your online test slot.
Step 7: Pay the required fees and verify the pay status.
Step 8: Pass the DL test, and your license will arrive by post.
New rules now allow you to get a Learner’s License (LL) from your living room. You no longer need to visit the RTO if your mobile number is linked to your Aadhaar card. Here’s how:
Step 1: Click on ‘Driving License Related Services’ and click on ‘Read More’.
Step 2: Select ‘Apply for Learner’s License’.
Step 3: Start your application process and select ‘Does not have DL’.
Step 4: Enter your phone number and Captcha code and click on ‘Generate OTP’.
Step 5: Enter your personal details and upload the required documents.
Step 6: Next, complete the payment using Netbanking, UPI, or a credit/debit card.
Step 7: Now, you can book your slot for the LL test. In the test, you need to score 60% to pass.
Step 8: Once you pass the test, the system will generate your LL on the same day. You can download the LL.
When talking about a license, we all must know that to drive a vehicle legally, the car or bike needs to be registered at your local RTO. But did you know that the registration is not lifetime and you have to renew it?
That’s what vehicle RC renewal is for. You must renew the registration of your car or bike no more than 60 days before the scheduled date. Here’s how you can do that:
Step 1: Hover over the ‘Online Services’ and select the ‘Vehicle Related Services’ option.
Step 2: You will be redirected to a page where you need to select your state.
Step 3: Once you select your state, you will be redirected to the Vahan Citizen Services webpage, where you need to enter your registration number and RTO.
Step 4: Now, you need to click on ‘Services’ and select ‘RC Related Services’. Then click on ‘Renewal’.
Step 5: Enter all your details and upload the required documents. Once done, pay the fees.
Step 6: Print out the receipt and select a date for physical vehicle inspection.
Although the process is online, you need to keep certain documents for this process. They are:
With Parivahan Sewa, you can even pay road and commercial taxes. The whole process is digital and streamlined. Here’s how you can do so:
Step 1: Scroll down to find the ‘Vehicle Related Services’ section. Click on ‘Other Services’ and select ‘Read More’.
Step 2: Find the ‘Core Services’ section, and you will see the ‘Tax and Fee’ box. Click on ‘More Details’ under that.
Step 3: From the drop-down box, select your state. Whatever state you select, you will be redirected to their webpage.
Step 4: Now, you need to enter your registration number and RTO. Check the Privacy Policy and Terms section and click on ‘Proceed’.
Step 5: You will receive an OTP at your registered mobile number. Enter this in the slot to view your tax details.
Step 6: You can view your pending taxes now. Click on ‘Payment’ to proceed with the payment.
Now, you can pay using credit/debit or UPI. Remember to keep your RC, insurance certificate and PUC certificate handy in case you need them. Once you have completed the payment, you will receive a receipt for the same.
Many drivers view insurance as just a piece of paper. However, in the digital age of the Parivahan Portal, a lapsed policy is a red flag that authorities can see instantly.
Your vehicle insurance details are linked to the Insurance Information Bureau (IIB), which syncs directly with the Parivahan database. When a traffic police officer scans your number plate, their device immediately flashes your insurance status. If your policy has expired, you cannot hide. You face an instant challan of ₹2,000 or imprisonment for up to 3 months.
If you do not make a claim during your policy year, you will earn a discount on your next premium (up to 50%). However, if you fail to renew your policy within 90 days of its expiry, you lose this accumulated bonus entirely. Renewing on time saves you money.
Accidents are unpredictable. A valid policy covers third-party liabilities (which are mandatory by law) and damages to your own vehicle. Without it, you pay for repairs and legal compensation from your own pocket.
You cannot access key services on the Parivahan Portal without active insurance. Whether you need to pay road tax, transfer ownership, or renew your RC, the system checks for valid insurance first. If the policy has expired, the portal blocks your application.

There are several ways through which you can check the owner's details of a vehicle. You can access the official Vahan website or send an SMS to 7738299899. However, you can only find partial data for privacy reasons.
Getting a fitness certificate involves both an online and an offline process. First, you need to apply and pay the fees online through the Parivahan Sewa website. Then, you need to visit your nearest RTO for a physical inspection. Once the authorities issue your FC, you can download it from the portal.
You can check bike insurance status easily by clicking on the ‘Additional Services’ section and then clicking on ‘Check Bike Insurance’. That way, you will always be updated with the status and never miss your insurance renewals.
Visit the Sarathi website and navigate towards the ‘Driving Licence’ section. From there, you can print your DL or download it for soft storage. Using DigiLocker in this case is really useful.
Scammers have been trying to fish for money by sending fake e-challan messages. You can spot these messages easily. Look for unusual language or urgency in the message. Moreover, check whether the payment link that they sent ends with ‘.gov.in’ or not.
