Getting a Learning Licence (LL) is the very first legal milestone on your journey to driving in Assam. With initiatives like Accredited Driver Training Centres (ADTCs) and Automated Driver Testing Tracks (ADTTs), the state has made the licensing process more transparent, efficient, and learner-friendly. This guide explains how to apply for a driving licence online in Assam, the eligibility criteria, required documents, test process, and the rules you must follow while holding a learning licence.
You can use the Sewa Setu Platform or the Parivahan portal for learner licence apply in Assam. Follow this step-by-step guide:
Step 1: Go to the official website of Sewa Setu and under the Learner Licence for Transport / non-transport, click on “Apply now”.
Step 2: Select the User Type “Citizen” and click on Log in to Sign in to ePramaan (Meri Pehchaan).
Step 3: After logging in, you need to select the “Apply Online Tab” and select the “Learning Licence application”.
Step 4: At this point, you will be redirected to the Parivahan Portal and will fill out the form.
Step 5: Fill out the form, upload the necessary documents such as Aadhaar, Passport photos, etc and click on “Submit”.
Step 6: Pay the application fee using your debit or credit card, UPI, or net banking.

Step 7: Choose the vehicle class and fill out the form. Or you can use Aadhaar e-KYC to auto-fill, upload scanned documents, passport photos and submit.
Step 8: Pay the application fee online using cards, UPI, or net banking.
Step 9: Book a slot for the online learning licence Assam preliminary test (CBT / online multiple choice). You can choose to have an in-person, offline test option at a local RTO in Assam as well.
Step 10: Attend the RTO on that date, carry your identity proof to confirm your identity and take the online or offline test of 30 minutes duration.
Step 11: After passing, you will be able to download the learning licence for Assam.
